Situated on the banks of the Kali River, under the Meerut Division of Western Uttar Pradesh, due to being the district headquarters Bulandshahar town has a special significance in the district. In year 1987, the UP Government has established Bulandshahr-Khurja Development Authority in Bulandshahr for the purpose of giving direction to the planned, controlled and balanced development of the city, for which the prepared Master Plan’s period was up to 2001.

As the result of, BulandShahar Master Plan becoming time barred after 2001, a Master Plan has been prepared by the Town and Country Planning Department, U.P, to fulfill the various needs of the estimated 3.5 lakh population of the city by 2021.

In order to prepare the Bulandshahr Master Plan -2021, the passion and hard work of the officers and employees of the Town and Country Planning Department, UP is commendable. I not only hope but fully confident that the presented Master Plan will be successful in paving the way for future development of Bulandshahar town, and the overall development of the city will be possible by the implementation of the Master Plan with the active cooperation of all the state / semi-government offices / NGOs and citizens located in the development area.

This Master Plan has been prepared on the basis of the latest Ikonos Satellite image and G.I.S technology, for which, required assistance has been given from time to time for preparing the Master Plan, by the Delhi-based C.E Info system. I am confident that the present Bulandshahar Master Plan will prove to be very useful in providing proper direction to the future development of the city.
