Dayalbag is a major and important part of Agra town group, and Dayalbagh is also the religious headquarters of the Radha-Swami folowers. It’s a prime center of education in the Agra circle. The city of Agra and the urban areas of Dayalbagh are joined together and fully dependent on each other. Dayalbagh was established primarily for spiritual development and religious satisfaction, but in the long run it became a major center of education, and as a result of the construction of the Swamibag temple, this area became a center of tourist attraction.
Under the U.P. (Regulation of building operations) Act, 1958, in the year 1958 Agra was declared regulated area, in which Dayalbag was included. Dayalbagh city area was separated from Agra Development Zone in 1978 and as per the mandate number: 1967 / 37-3-65-NKKV / 78 dated September 12, 1978, Dayalbagh Nagar area was declared a regulated area.
A deep study has been done, under the regulation of mandate number: 1846 / 37-3-83N0 KB / 83, dated May 7, 1983 , after surveying on subjects like, the effects of the master plan for the Dayalbag regulated area on the tourism sector, impact of establishment of University on Dayalbag, role of persons employed in education and tourism sector and various economic processes arising from these actions. In the context of the facts that have come out of this intensive study , the population of Dayalbag Regulated Zone has been estimated. Based on estimates, the population of Dayalbag regulated area has been estimated at 22,000 till 1992 and on the basis of this estimated population, the land has been divided into various land uses within the regulated area.
Prior to finalization of the master plan, the format of the master plan was prepared and suggestions and objections were invited from the citizens, organisations and others for whom the master plan was prepared. According to the decision taken by the controlling authority on the recommendation of the committee formed by the government on the suggestions and objections received, the revised form of the Maha Yojana has been prepared while making necessary changes in the format Maha Yojana.
