Introduction of Development Area Muzaffarnagar

Muzzafarnagar is a prominent city in Saharanpur division of western UP. Economically, Muzzafarnagar is an industrial, commercial and service oriented city which is situated in the middle of a prosperous agricultural area. According to the 2001 census, the population of Muzzafarnagar is 3, 31,668.

For the planned expansion of the city, UP government declared Muzzafarnagar a regulated area under the Uttar Pradesh (Regulating Building Construction) Act, 1958 in 1978. As a result, the Muzzafarnagar Master Plan 2001 was readied and approved under the government order no.2250/37-3-86-5-Maha./83 dated 11.7.1986. Following this, to execute the proposals of this Master Plan, Muzzafarnagar development area was declared under Uttar Pradesh Urban Planning and Development Act, 1973 by government order no. 4521/9-Aa-5-96-1-31/7/96 dated21.1.96. The earlier Muzaffarnagar Master Plan 2001 of the regulated area that was approved was included in this. By the government order no. 1104/8-6-08-4-gathan/2007 dated15.4.2008 the Muzaffarnagar development area was expanded and the Department of Urban and Rural Planning was asked to prepare a revised Master Plan. An analysis and detailed study of the problems of the city has been undertaken by the department and Master Plan 2021 for Muzzarnagar development area has been readied. In this, the population of the city in 2021 has been estimated at 7.30 lakhs and provisions have been made for fulfilling various civic requirements. These include IT park, knowledge park, medi-city, regional park, market, city center etc.. Flexibility has been given in zoning regulations so that the Master Plan is useful and beneficial for the public. Proposed land uses have been allied with planned routes to give right direction to the city’s growth. Suggestions from public, various NGOs and social organisations were invited and deliberated upon before giving a final shape to Muzaffarnagar Master Plan 2021.
