Tilhar is a tahsil headquarter of shajahanpur district and is a part of Bareilly commissionary of western uttar pradesh. It came in to existance during the regime of mughal Emperor Akbar. The town is 22 from district headquarter shahjahanpur. Howrah-Amritsar rail line crosses the town. Govt of Uttar Pradesh has notified the area as Tilhar Regulated Area covering Tilhar town area and adjoining 29 revenue villages by order no. 1310/9-A-3-95-3-R.A.-94 dated 29th December 1995 for its planned development.
